Is it illegal to drive in a private car park without a seatbelt?

Is it illegal to drive in a private carpark, eg shopping complex, without a seatbelt?

It depends whether it is classified as a highway. Some car parks with separate entrances and exits and/or multiple exits and entrances are classified as roads in which case it would be an offence.
