Law relating to matrix signs on a motorway

Please can you explain to me the law on motorway matrix signs. When it flashes 50 or 30mph, is it mandatory to obey these limits/signs or advisory. I have heard that if the sign is bound by a red circle then it is mandatory but if not then it is advisory,
